Development becomes meaningful when people can rely on the systems that serve them. The quality of public services determines how communities access opportunities and participate in society.
The Tata Trusts partner with organisations that work alongside communities and governments to build more responsive last-mile public systems and improve the way services are delivered. By building the capacity of civil society organisations and local institutions, the Trusts help ensure that public systems respond effectively to the needs of the people they serve.
Stronger institutions also strengthen citizen participation. When people have a greater voice in the systems that affect their lives, public services become more accountable to the communities they serve.

EnAble India is a not-for-profit organisation working for economic independence and dignity of persons with disabilities (PwDs) since 1999. PwDs in India have long been seen through a welfare lens rather than as customers, employees, and entrepreneurs. This framing has meant that businesses miss opportunities to serve a significant market, public systems are not designed with inclusion in mind, and PwDs continue to face barriers in accessing products, services, education, employment, mobility, and information. EnAble India seeks to change this through the Purple Economy Movement.
Civis is a civic technology organisation that strengthens participatory policymaking in India. Its platform simplifies draft laws and policies, enables citizens to provide feedback, and helps governments analyse public inputs. Civis also works directly with governments to design and conduct inclusive, evidence-based consultations. Beyond consultations conducted in partnerships with government, Civis also hosts the Civis Public Consultation Awards.
